The Thai-Italian Chamber of Commerce (TICC) in collaboration with Mahanakorn Partners Group, Joint Foreign Chambers of Commerce in Thailand (JFCCT), AmCham, Franco-Thai Chamber of Commerce (FTCC) and German Thai Chamber of Commerce (GTCC), proudly present the second year of the successful "ASEAN PPP Summit: Public-Private Partnership 2019", an exclusive one-day conference featuring distinguished keynote speakers from the Private Sector and the Royal Thai Government addressing the topic on the infrastructure development in Thailand and South East Asia.

Now in its second edition, the annual leading forum on infrastructure investment in Southeast Asia

provides a high-level platform for sharing knowledge and fostering business opportunities in the ASEAN

MR. ARKHOM TERMPITTAYAPAISITH

MINISTER OF TRANSPORT

Arkhom ermpittayapaisith, has joined N ESDB since 1979 which is considered to be the key agency on planning and formulation of development strategies in Thailand.

As top executive of NESDB, Arkhom has taken philosophy of sufficiency economy by heart and use it as a foundation in every development strategy in light of shaping the nation toward more balance development.

He was appointed a member of Bank of Thailand Committee and Chairman of the Bank of Thailand's Risk Management Committee. Moreover, Arkhom also played vital roles as board of directors in many nation's lead state-own-enterprises until August 2014 prior to the appointment as Deputy Minister of Transport. These included PTT Public Company Limited, Airports of Thailand Public Company Limited, and Thai Smile Airways Company Limited.

MR. LUCA BERNARDINETTI

CHAIRMAN AND MANAGING PARTNER AT THE MAHANAKORN PARTNERS GROUP (MPG)

Luca Bernardinetti is Chairman and Managing Partner at the Mahanakorn Partners Group (MPG), an international law, auditing, accounting, tax advisory and business consulting firm headquartered in Bangkok, with a global reach and a strong foothold in the ASEAN Region. Amongst their practice areas, MPG provide Transaction Advisory Services to project owners and EPC contractors, partnering with top-tier banks and insurance underwriters, assisting their clients in structuring guarantee-backed project finance transactions. Under Luca's leadership, MPG have successfully tackled several project finance deals, working alongside sovereign and private stakeholders, securing multi-billion-dollar credit facilities for Public-Private Partnerships and property developments.

MANAGING DIRECTOR OF ARTHUR J. GALLAGHER & CO.

Before joining Arthur J. Gallagher & Co. in February 201 5, Marc was for 11 years the Managing Partner of AEQUUS Trade Credit, a specialty broker of credit protection products. With more than 21 years of experience in credit and political risk mitigation, the capital markets and trade finance, Marc is a nationally recognized leader in his field. Marc graduated from Rutgers University with a Bachelors Degree in Political Science and earned an M.B.A. in Finance from Fordham University's Graduate School of Business.

MR. JOHN LEBER

INVESTMENT OFFICER AND GLOBAL PRODUCT SPECIALIST

John Leber is an Investment Officer and Global Product Specialist for Urban Transport in IFC's PPP Advisory team based in Yangon, Myanmar.

John has advised clients on the development, structuring and implementation of PPP transactions in the transport and power sectors in South Asia, East Asia, the Middle East and Sub-Saharan Africa. In Asia, he has recently worked on PPP projects for Manila's Light Rail Transit 1 and Light Rail Transit 2 systems, the Chennai Metro O&M project in India, and the structuring of the first independent power producer (IPP) project and elevated expressway in Myanmar.

MR. VICTOR SMITH LLM

CHARTERED ARBITRATOR

CHAIR ICC THAILAND COMMISSION ON ARBITRATION & ADR

Victor is recognized as one of the leading arbitrators in Thailand. To date he has received 48 appointments to sit as an arbitrator and 35 appointments to assist parties in arbitration proceedings. As of the end of April 2019 he will become Chair of the Thailand Branch of the Chartered Institute of Arbitrators.

Victor has conducted arbitrations in England, Singapore, Malaysia, Thailand, Vietnam and Nepal under a variety of laws and arbitration rules. He taught arbitration and ADR at Thammasat University from 2010 to 2014 for the LLM Master of Laws course in Business Law and is a regular speaker at arbitration events.

Victor is from England and holds permanent resident status in Thailand. He comes from a construction background and was formerly a Chartered Quantity Surveyor and Chartered Construction Manager. He has particular experience in construction disputes and is a Member of the Society of Construction Law in England.

DR. PHONGTHON THARACHAI

CHIEF EXECUTIVE OFFICER

Dr. Phongthon Tharachai is the CEO of PPS. He is an engineer by graduation. He got master degree from University of Illinois at Urbana Champaign, USA. And got the Japanese government scholarship and got doctor degree in Engineering from Kyoto University. Dr. Phongthon join PPS in 1998 as a civil engineer. He got vast experience in infrastructure project in Bangkok such as the second stage of the Bangkok expressway project and the first underground mass transit train in Bangkok which is the MRT blue-line. He also got the law degree and knowledge in financial and investment. He becomes CEO of PPS in 2017.
